高等学校教育教学质量是高等教育发展的核心任务,是建设高等教育强国的基本要求。树立科学的教育教学理念,是形成科学的人才培养方案和选择有效的人才培养模式、保证教育教学质量的基础。因而,要培养出既最大限度地具有符合学生生涯志趣的就业和长期发展的素质、知识与能力,又符合社会行业认可的优质人才,在设计科学合理的培养方案时应该处理好八个关系,理顺人才培养方案设计思路,根据专业的特点精心策划、精密设计、精细实施,才能在基础的环节上保证高校教育教学质量。

The quality of universities＇ education and teaching is the core mission of higher education＇s development and the basic requirements for building a country with strong higher education. Setting up scientific concepts of education and teaching is the foundation of forming scientific talent cultivation program, choosing effective talent cultivation mode and guaranteeing teaching quality. Therefore, in order to cultivate qualified talents with qualities, knowledge and ability consistent with their employment and long- term development, as well as social trades＇recognition, it is necessary to ap- propriately handle eight relations when designing scientific and reasonable cultivation plans, well plan, design and implement according to the characteristics to guarantee the teaching quality in the fundamental links.
