论中国核心价值观凝炼构建与提升国家国际话语权

On Refining and Building China's Core Values and Upgrading its International Discourse Power

价值观是国家话语体系的核心内容,是一种重要的软实力工具,中国需要凝炼构建并向世界传递清晰的"中国价值观",这是中国在参与全球事务与对外交往实践中为自己的政策与行为确立合法性、合理性的"道义"依据所必需,也是抗衡西方"价值观"强势话语,形成中国价值观应有作用影响力、提升中国国际话语权的必要之举,更是中国作为一个大国在引领世界价值观发展方向、丰富凝炼人类共同价值观的应有的作为。中国价值观对国际话语权的提升效用主要取决于自身的说服力和道义感召力。凝炼构建中国核心价值观,不仅要从国内战略的角度、也要从国际战略的角度来考量;需要荟英纳萃、兼收并蓄;需要精心做好中国核心价值观向世界传递推广的工作;需要确立起对自己民族文化的自信和主体自觉;需要耐心地积攒起累积的效应。

Values are the core of the national discourse system and an important tool of soft power. China needs to refine and build the ＂China＇s values＂ and transmit them to the world. These values are not only the moral and rational foundation for China＇s policies and acts in international affairs but also the measures for China to contend against the powerful Western ＂values＂ and to play a leading role in the formation of values of the world. China＇s values should be persuasive and inspiring morally. The construction of China＇s values should take into account the domestic and international strategies. China needs to take steps to transmit its core values to the world.
