摘要 采用问卷和访谈的方式,以农村地区的校长、教师、教研人员及教育行政部门的管理者为调查对象,对广东省部分地区的基础教育进行调查。结果表明:办学经费、教学设施设备、教师素质等是影响农村教育质量的主要因素;大部分农村学校的教学设施设备等教学资源明显不足,现代化水平低,少数贫困地区更倾向于把有限的资源投放到少数的重点学校或窗口学校;农村学校教师队伍结构不合理、素质亟待加强,存在着教师年龄老化、知识老化、高学历教师比重低、初始学历不高、学科结构不平衡等问题;农村教师对新课程实施情况总体上比较满意,但在实施的过程中还存在着一些困难;农村学校在依法治校、教学常规建设、和谐校园建设等方面效果明显,但在教育资源的合理有效配置、民主管理方面还比较欠缺;农村地区教研组织机构与教研制度不够健全、教研活动开展非常态化,教研资金不足、教研人员编制不足、教师教研素质不高是影响农村教研工作成效的最主要因素。根据调查结果提出完善教育经费保障机制,改善办学条件,提升教师素质等几点建议。 Questionnaires and interviews are used in the survey conducted in Guangdong Province in order to investigate the quality of the basic education in rural areas in the context of new curriculum reform. The results show: the main factors-that influence the quality of the basic education include financial supports, teaching facilities, teachers' quality and etc; the facilities in the most schools in rural areas are obviously insufficient, and the modernization of the facilities is at a low level; the limited teaching resources are allocated to the key school in a few rural areas ; both structure and quality of the teachers in rural areas greatly need to be improved ; the problems about teachers in rural areas include the aging of teachers, the outdating of knowledge, a limited number of teachers with advanced academic degrees, the imbalance of disciplines; teachers are generally satisfied with the implementation of the new curriculum, but there are some difficulties in the process also ; there exist some problems in teaching research such as the imperfection of organizations and regulations, the lack of fund and staff, the shortage of the researching ability. According to the results of the survey, some suggestions are put forward.
