摘要
首先阐述国内外光污染防控标准,然后对深圳市典型公众活动区域开展夜间光照度监测,初步探明夜间光污染状况并提出利用经济特区立法,将光环境纳入环境保护范畴,建立完善的法律、法规、技术标准和监管体系,保护夜间光环境的建议。结果表明,开展监测的区域存在不同程度的光污染,其中,商业区照度为10.4~591.4lx,最大值达CIE150标准E4区域25lx的限值20倍以上,照度均匀度为0.12~0.18;休闲广场照度为4.9~91.5lx,最大照度均超过《城市夜景照明设计规范》(JGJ/T163-2008)中25lx上限值,照度均匀度为0.22~0.39;住商混合区照度为8.5~46.9lx,最大照度均超过CIE150标准E3区域10lx限值;住宅区照度为1.0~23.6lx,57%小区外侧住宅窗表面照度超过CIE150标准E3区域10lx限值。
First, describing the profile of standards for light pollution prevention and control. According to the methods of national standards, carrying out night-time illumination monitoring of the public activity area in Shenzhen. To preliminarily proved the status of nighttime light pollution. In order to effectively combat this pollution, it is necessary to make use of legislative power of special economic zone to establish the legal system of night-time light environmental protection urgently. The monitoring results show that: there are varying degrees of light pollution in the areas of monitoring. In this investigation, the illuminance of business district was between 10.4 lx to 591.41x, which was 20 times more than the limit illumination of the standard CIE 150 E4 region, and the uniformity was between 0.12 to 0.18. The illuminance of leisure square was between 4.91x to 91.51x, which was more than the limit illumination of the standard JGJ/T 163-2008 code for lighting design of urban nightscape, and the uniformity was between 0.22 to 0.39. the illuminance of mixed residential and commercial area was between 8.51x to 46.91x, which was more than the limit illumination of the standard CIE 150 E3 region. In addition, the illuminance of residential area was between 1.0 Ix to 23.61x, the illuminance of 57% of the residential area outside windows was more than the limit illumination of the standard CIE 150 E3 region.
