公共服务视角下我国学校体育场馆对外开放的障碍及优化策略

Obstacles and Optimization Strategy of School Sports Venues Opening to the Public from the Perspective of Public Service

为探讨我国学校体育场馆对外开放中的公共服务问题,在解读公共服务理论内涵的基础上,解析了我国学习体育场馆对外开放的现状,分析了其在公共服务发挥上的障碍,进而提出了其对外开放公共服务的提升路径,即:坚持以人为本,强化政府公共服务职能;明确服务理念,实现学校体育场馆公共服务功能;提升管理水平,确保学校体育场馆正常提供公共服务;强化多措并举,保障学校体育场馆公共服务安全实施,以期为我国学校体育场馆更好地对外开放提供理论指导。

The paper is aimed at discussing the issues of public service while school sports venues in China are opening to the public. It explains the connotation of public service theory, analyzes the situation of school sports venues opening to the public, and then figures out the obstacles. Consequently, it puts forward ways to improve public service of school sports venues. They include adherence to the people-oriented concept and reinforcement of public service function of the govern- ment, clear definition of service concept and implementation of public service function of school sports venueS, improve- ment of management level and guarantee of providing normal public service, as well as adoption of measures at the same time and assurance of public service security. It hopes to give theoretical guidance while school sports venues in China are opening to the public.
