近年来,在地方治理过程中反腐倡廉网络舆情愈加引人注目。网民通过网络表达和传播对于反腐倡廉建设的情绪、态度和看法,既有积极作用,但同时也要将其消极影响降到最低限度。基于此,地方政府反腐倡廉建设必须实施网络舆情信息制度化。应采取的策略为:根据舆情演变规律,在事前的信息搜集、事中的信息分析和事后的信息归纳整理的整个过程中,注重网络舆情的引导和信息技术控制;纪检、监察、司法、安全等部门密切协作,对影响政治安全和社会稳定的利益表达诉求进行有效整合与合理规制;塑造责任制度环境,形成从决策层、中层到基层的刚柔并济的治理路径;建立反腐倡廉网上信访制度,实现规范有序的网络政治参与,以维护和提升地方政府的执政能力。
