环境规制影响了中国制造业企业出口吗?

Does Environmental Regulation Affect the Export in China's Manufacturing Enterprises?

基于世界银行对中国制造业企业的调查数据,本文采用Tobit模型考察了环境规制对企业出口的影响。在对环境规制分别从企业、地区以及地区—产业三个层面进行衡量的基础上,发现环境规制在总体上对我国企业出口具有显著促进作用,分类来看却因企业研发活动情况而有所不同:对于有研发投入的企业,促进作用依然显著;而对于没有研发投入的企业,环境规制对企业出口并无显著影响。以上结论说明,为实现环境质量改善与企业出口竞争力提升的双赢目标,我国在加强环境规制的同时,还应重视对企业研发活动的支持。

Based on the survey data on China's enterprises provided by the World Bank,the paper analyses the impact of environmental regulation on enterprises' export by Tobit model.By Measuring environmental regulation from aspects of firm,region and region-industry,the result indicates that environmental regulation contributes to exporting significantly on the whole,and the effect varies with enterprises' R&D activity: the positive effect exists among those enterprises with R&D still,and environmental regulation have no significant effect on the export of those enterprises without R&D.The conclusion implies that,in order to attain the win-win situation of improving the environment and upgrading the exporting performance,the government should pay attention to supporting enterprises with the R&D strengthening environmental regulations.
