Research on Disabilities Enjoying Public Services Equably Based on Social Support Network Perspective

由于先天禀赋与资质方面原因,残疾人的个人社会支持网往往处于缺失状态。政府、市场与社会支持成为弥补缺失资源的重要支柱。残疾的社会代偿为残疾人均等享有公共服务给予资源与动力的帮助,并为解决供给与需求问题提供客观性条件;而残疾人的自身代偿是残疾人均等享有公共服务的基础性前提。代偿成为弥补残疾人资源缺失的关键性因素,主要体现为:一方面是包括对残疾人公共服务提供的法律政策支持、财税支持、制度支持与文化观念支持等社会代偿;另一方面是残疾人的自身代偿,即残疾人要树立积极乐观的进取精神,积极参与劳动就业,积极投身体育健身和社会实践活动等。

Because of different innate endowment and intelligence , Disabilities＇ social support networks are often in the absence of state. Government and market as well as society are an important pillar of support to make up for the lack of resources. Therefore, disabilities＇s social compensatory can provide the objective conditions as well as help to offer resources and power to solve supply and demand issues for disabilities enjoying public services equably. At the same time ,disabilities＇ own compensatory is basic premise. Disabilities＇ compensatory would be the key factor to compensate for the lack of resources,which includes., the one hand is social compensatory which is composed of laws and policies support, fiscal support, institutional support and cultural concepts support to provide public services for disabilities. The other hand is disabilities＇ own compensatory, which is composed of disabilities~ positive and enterprising spirit, labor and employment participation, as well as taking exercise and social practice.
