Under the background of the deepening reform of medical and health system, the paper investigates the service status of township hospitals and the demand conditions of farmers, analyzes the key elements impacting service availability, and explores the effective countermeasures of improving the availability to meet the reasonable needs of the farmers, so as to promote the realization of the goal of ＂universal access to basic health services＂ in rural areas, which has a strong practical significance and ethical values.
