基于流程管理的低碳产业转移工业园构建研究

传统的基于任务的管理理念和管理方法,因为其存在各部门孤立运转、缺乏衔接机制、忽视整体目标等缺陷,对整体发展战略和快速变化的竞争环境无法形成有效的支撑,不能够适应低碳产业转移工业园发展的需要.构建低碳产业转移工业园,有必要引入基于流程的管理模式,以便有效地避免各部门以职能为中心而忽视整体目标,打破原有职能界限和任务划分,以任务流程为中心,建立以流程加团队为主导、职能为辅助、各管理层级为组织活动单元的三维组织结构.低碳产业转移工业园的构建流程包括园区的战略管理体系、核心营运流程、管理流程支持体系三个层面.

The traditional task-based management concept and management methods are unable to adapt to the development needs of low-carbon industrial transfer park because there exists deficiencies such as isolation operation of each sector, lack of convergence mechanisms and ignoring the overall objectives, which can not form an effective support for the overall development strategies and rapidly changing competitive environment. To effectively avoid the various departments centering on the function while ignoring the overall objective, as well as to break the existed functional bour^daries and division of tasks, it is necessary to introduce a process-based management model in constructing the low-carbon industrial transfer park. Taking the task process as center, a three-dimensional organizational structure is built, which is guided by process and team, supplemented by function and management levels are the organizationa! activity units. The process of building low-carbon industrial transfer park should be carried out on three levels, that is, strategic management system, core business processes and the supporting management process system.
