摘要
提到海洋污染,人们主要关注的是油类和散装液体有毒物质,但是许多包装运输的危险货物对海洋环境的污染威胁也是不可忽略的.本文为了促进73/78防污公约附则Ⅲ的实施,对包装危险货物的污染威胁和对策加以探讨.
Most public concern about marine pollution has concentrated on problems associated with oil and noxious liquid substances carried in bulk, but the fact that many cargoes which are carried in packaged form may pose a pollution threat to the marine environment is not to be ignored.
In order to implement the requirements of Annex Ⅲ of MARPOL 73/78, it is necessary to discuss the pollution threat and counter measures of packaged dangerous cargoes (Harmful substances of marine pollution) carried by sea.
