摘要
为全面、深入把握我国体育人才队伍建设状况,对全国省属以上体育系统体育人才资源的规模、层次、结构、分布等现状做了深入调查,并与2005年全国体育人才调研数据进行了比对分析,以探寻我国体育系统人才队伍建设的动态发展变化以及存在的问题。结果表明:省级以上体育部门体育人才规模保持了相对稳定,学历结构得以优化,尤其是专业技术人才学历提升幅度较大,但体育人才队伍呈现老龄化倾向,在人才的结构和分布方面不尽合理,高层次创新型人才匮乏,人才工作的理念和相关的配套政策制度、组织管理、运行机制和评价体系等方面均亟需提高。因此,应进一步转变我国体育人才工作理念,优化体育人才队伍结构,健全人才管理制度、完善人才管理体制,建立动态的体育人才数据库,开展相关科研工作,提升我国体育人才的人力资本,以满足体育事业可持续发展和体育强国建设的需要。
For overall, thorough grasping construction condition of the Chinese sports talent team, this paper investigated the sports talent resources condition of scale, level, structure and distribution further which above the provincial sports system, and made comparison analysis with 2005 national sports talent research data, in order to explore the dynamic development and the existing problems of construction of sports system talent team. The results show that sports talents scale above the provincial kept relative stability, educational structure turned to optimized, especially the professional and technical personnel degree ascending to a larger extent, but sports talent team presented aging tendency, and the structure and distribution aspects is not rational, lack of high-level innovative talents, concept of talents working and relevant supporting policies system, organization management, operation mechanism and evaluation system are urgently needed to improve. We should change the work idea of Chinese sports talent further, optimize the structure of sports talents, establish and perfect the sports talents management system, mechanism and standards, establish a dynamic sports talents database, and carry out related research work, promote the human capital of Chinese sports talent, so as to meet sustainable development of sports industry and construction needs of sports power.
