论教育作为准公共产品存在的越轨与对策分析

摘要 公共产品市场化供给发展过程中存在各种不公现象,而作为准公共产品的教育的不公是最大的不公。我国现行教育中,由于存在高额学费或择校费、教师为获取私利而进行各种有偿场外活动、考试加分制度的滥用和暗箱操作、教育资源投入与分配不合理等越轨现象,教育作为准公共产品的基本属性被打破,公平性逐渐丧失。为维护教育作为公共产品应有的公平性,政府应拓宽融资渠道,真正实现为教育埋单,并做到合理分配教育资源,同时完善相关法律法规,并且能够严格执法,以切实保障教育的公平实施。充分认识以及分析这个社会最应该维护的教育公平问题,将有利于国家与社会的长远发展。 There are all kinds of unfair phenomenon during the development of public products supply market, as quasi-pub- lie goods, education injustice, is the biggest injustice. China' s current education, due to the presence of high tuition fees or fees, teachers for private and various paid off-site activities, test points system of abuse and the black-box operation, education investment and resource allocation are unreasonable deviant phenomena, education as a basic attribute of quasipublic products is broken, the gradual loss of fairness. In order to safeguard the fairness of education as a public product due, the government should broaden financing channels, the real implementation of paying for education, and to achieve a reasonable allocation of edu- cational resources, and improve the relevant laws and regulations, and strict law enforcement, so as to safeguard the fairness of education implementation. Fully understanding and analysis of the social fair problem should be maintained, will be conducive to lnn^- term develnnment of the stale and the society.
