摘要
新世纪实施的西部大开发战略 ,有着其深厚的历史背景和现实依据 ,这是其一 ;其二 ,新世纪实施西部大开发战略的基本思路是 :体制创新、政策倾斜与法律规制 ;其三 ,在实施西部大开发战略的过程中 ,怎样处理效率与公平二者的关系 ,开发的重点何在 。
Firstly,it has deep historical background and realistic basis to carry on the strategy of the big development of the west,in a new century.Secondly,the basic thoughts of the big development are system creation,policy inclination and the making and standardization of Laws.Thirdly,during the process of the development of the west,it is worth notice to decide where is the focal point of development and how to deal with the relationship between efficiency and fair.
