本文着重论述了高等院校在社会主义精神文明建设中的重要地位和作用；高等院校精神文明建设的指导思想、奋斗目标和实施内容；高等院校精神文明建设的主要措施和着力点。加强高等院校精神文明建设，对于推动全社会精神文明建设，对于坚持社会主义办学方向，培养“四有”新世纪人才，都具有极为重要的战略意义。

This paper discusses the building up of socialist culture and ethics in universities and colleges, with particular emphasis on the important position and the role that they can play; on the guiding ideology, the objectives and contents for implementation; as well as on the principal measures and the target for concentration. It is of great strategic significance to strengthen the building up of spiritual civilization in universities and colleges, which can help to push forward the development of spiritual civilization in the whole society, help to adhere to socialist orientation in university administration and to bring up “four have” personnel for the new century.
