To Understand and Define“The Separation of Government and Enterprises”Scientifically

本文从所有制、产权理论出发，分析了社会主义国家及国有企业在社会经济生活中的地位与作用，进而阐述了“政企分开”的真正涵义，提出了必须从“产权清晰、权责明确、政企分开、管理科学”十六字中理顺国家与国有企业关系的思路。

In line with theories on ownership and property rights, the present paper analyses socialist countries and the status and role of state owned enterprises in the social economic life. Out of that, it makes clear the substantial sense about “the separation of government and enterprises” and put forward certain proposals to straighten out the relationship between government and state owned enterprises based on the following advice: setting up a clear sense for property rights and for responsibility and authority, separating government and enterprises, and carrying out scientific management.
