Suggestions for Legislation on Coercive Liability Insurance of Motor Vehicles

我国应尽快实施机动车辆第三者责任强制保险的立法，同时考虑在该项立法中规定：１．机动车辆第三者责任保险的强制效力；２．第三者对保险人的直接请求权；３．医疗机构对紧急处置费用的请求权；４．汽车保险人协会；５．保险人对责任事故处理的参预权。

The legislation of the coercive liability insurance of the third party of motor vehicles should be brought into force as soon as possible in China. To ensure its effectiveness, the following points should be taken into consideration: (i) the coercive availability of the liability insurance of the third party of motor vehicles; (ii) the third party's claim to the insurers; (iii) the medical establishment's claim for urgent treatment expenses; (iv) the association of the vehicle insurers; and (v) the participation right of the insurers to deal with liable accidents.
