从配电网规划的特点出发,吸收和借鉴国外现代配电网规划的先进理念和方法,提出一套全新的配电网规划评价指标体系,并讨论配电网规划评价指标及其评价方法.该方法参考"基于可靠性的配电网规划"的导则和准则,可靠性经济性评估公式以及全寿命周期成本管理(LCC)理论,可有效应用于规划中的多方案评价,也可以用于不同阶段的规划方案评价.

This paper summarizes the previous research findings which digged out the main prob- lems still existing in distribution network planning. Based on the characteristics of distribution network planning, a novel evaluation index system and evaluation methods is proposed. Referring with the guidelines and standards of ＂distribution system planning reference manual＂ and the whole life cycle cost management （LCC） theory, the method is able to evaluate different planning programs for different stages.
