城市边缘区域盗窃犯罪的现状及控制

Present Situation and Control of Theft Crime on the Outskirt of Urban Areas

调查数据显示,在城市边缘区域,因经济、教育、文化素质不高,环境设施差,以及混合居住的形态等因素,某种程度上带来了盗窃犯罪的高发等社会问题,并且破案率不高。这一问题的管理和控制,需要综合协调各方面的力量,形成立体交叉管理网络,如建立并完善重点区域的全方位监控装置,科学分布警力,城市化的分期推移,完善户籍登记制度,打造良好的主流文化氛围。综合以上措施,从控制和预防的角度加强管理,进而促进区域的和谐发展。

According to survey results, the poor quality of economy, education and culture construction, bad environ-mental facilities, and residents of various origins and other factors are the major reasons for the frequent occurrence of theft crimes and other social problems on the outskirts of the city area, and many of such criminal cases remain unsolved. To solve this problem we need to coordinate forces from all sides and construct a crossover management network. We hold that such crimes can be prevented and harmonious development of such areas can be achieved by establishing and perfecting an omnidirectional monitoring apparatus in key areas, distributing police forces scientifi- cally, developing the urbanization by stages, and by creating a positive mainstream cultural atmosphere.
