The Reform- Powerful Motive Force of the Flourishing Development of News-publishing Work

面对越来越强的市场化和国际化的新形势，尚未完全从计划经济体制下解脱出来的中国新闻出版业，应克服片面性和一刀切的倾向，解放思想，联系实际，积极探索，周密策划，突出重点，整体推进，不断深化改革。在改革过程中，应正确认识和处理好局部与整体、突出重点与整体推进、体制转轨与机制转变、规模与效益、改革与管理、体制改革与精神文明建设等几方面的关系。国家，省级政府主管部门，以及出版、发行单位，应分别从宏观、中观和微观三个不同层面深化改革，努力把中国新闻出版业推向一个新的发展阶段。

This paper presents a thinking on Chinese publishing work in the face of intensing market competition,that it was necessary to meet a new challenge and strengthen the reform on the macrocosmic,middlecosmic and microcosmic aspects,and try hard to push Chinese publishing work foward to a new developmental stage.
