在人民法院内部建立法官审判案件负责制 ,将是解决审者不判、判者不审、审理和判决严重分离的有效制度 ,它坚持了合法、独立、责任制的基本原则 ,妥善处理了法院独立审判、院长领导审判工作、审判委员会讨论案件的三大基本关系 ,藉此增强了法官的事业心和责任感 ,使审与判、权与责更好地统一起来 ,提高了审理案件的质量和效率。

The system of job responsibility for judges in trying cases in court will be effective to solve the problems of separating in trying and judgement. It adheres to the principles of legal independence and responsibility system, and properly deals with the relationship existing in independence trying, court leadership and legal committee; and it heightens the judge's responsibility and improves the quality and effectiveness in trying cases.
