Primary Industry Input-output Efficiency of Yangtze Delta Area Based on DEA

摘要 为了对长江三角洲地区(长三角地区)第一产业效率的提高和GDP的增长提供参考,以长三角地区16个城市2010年第一产业投入产出的统计数据为基础,运用数据包络分析(DEA)模型,从投入角度分析了第一产业投入产出的总体效率、技术效率和规模效率;同时,针对非DEA有效单元进行了投影分析,从投入冗余和产出不足两个角度分析了非DEA有效单元存在的问题。结果表明:16个城市中,上海、苏州、无锡、南通、杭州、宁波、湖州、舟山和台州等9个城市处于DEA总体有效状态,扬州、嘉兴、绍兴、常州、泰州、南京和镇江等7个城市处于非DEA有效状态,规模无效和技术无效是影响这7个城市总体无效的原因;7个城市中,绍兴只存在投入冗余,没有产出不足,并处于规模递增阶段;镇江市既存在投入冗余额又存在产出不足额;南京、常州、扬州、泰州和嘉兴5个城市均存在投入冗余和产出不足,但南京和常州处于规模效益递增阶段,而扬州、泰州和嘉兴处于规模效益递减阶段。 The overall efficiency, technical efficiency and scale efficiency of the primary industry were analyzed by DEA model based on the input-output statistics data of the primary industry of 16 cities in Yangtze Delta Area in 2010 from the input angle and the problems of non-DEA effective unit were analyzed from input redundancy and output deficiency angles in the light of projection analysis results of non-DEA effective unit to provide a reference for improving the efficiency of the primary industry and GDP growth in Yangtze Delta Area. The results showed that 9 cities of Shanghai, Suzhou, Wuxi, Nantong, Hangzhou, NingboHuzhou, Zhoushan and Taizhou were in the DEA effective state but 7 cities of Yangzhou, Jiaxing, shaoxing, Changzhou, Taizhou, Nanjing and Zhenjiang were in the non-DEA effective state. The reasons to affect the overall efficiency of 7 cities were invalid scale efficiency and invalid technical efficiency. Shaoxing was in the progressive increase state of scale efficiency with input redundancy and without insufficient output. Zhenjiang was in the state of input redundancy amount and insufficient output amount. Nanjing, Changzhou, Yangzhou, Taizhou and Jiaxing were in the state of input redundancy and insufficient output but 2 cities of Nanjiang and Changzhou were in the progressive increase state of scale efficiency, and 3 cities of Yangzhou, Taizhou and Jiangxing were in the progressive decrease state of scale efficiency.
