河北省新型农村养老保险个人筹资状况测算与分析

Measurement and Analysis of the Personal Fundraising Status for New Rural Endowment Insurance in Hebei Province

在分析河北省2010年16个试点县市新农保个人筹资相关数据基础上,对新农保个人筹资状况进行测算,力求构建高效、有序的新农保个人筹资机制。在实际测算和分析过程中,主要采取了4个指标:新农保个人最低缴费率、个人最高缴费率、个人最大缴费能力和预期领取养老金数额。通过测算和分析发现了河北省新农保在农户个人筹资能力、筹资标准设计、筹资激励机制、个人账户养老金计发系数等方面的问题,并提出政府应加大对贫困县市个人缴费补贴力度,建立激励型缴费机制;设计适合河北省省情的新农保缴费标准;在增加计发系数的同时适当提高农户缴费标准;国家对基础养老金的补贴水平等4个方面的具体策略和方法。

Through measuring the capacity of the fund risers in 16 pilot cities and counties of Hebei Province, the author made a measurement with the personal fundraising of new rural endowment insurance and tied to build an efficient, orderly new rural insurance personal financing mechanism. It had four indicators on the actual process of calculation and analysis. Respectively, they were personal minimum payment rates, personal maximum payment rates, personal maximum fundraising capacity and the expected amount of pension. Through the process of calculation and analysis, the author found several different problems about personal financing mechanisms of new rural insurance, such as the capacity about personal fundraising, the design about the fundraising standard, incentive mechanism of personal fundraising, the calculation and payment coefficient of personal account pensions. According to the result of the research, the author proposed some corresponding countermeasures to solve the problems, such as the government should increase the intensity of subsidies for personal payment in poor counties, constructive the incentive mechanism of personal fundraising, design the fundraising standard about Hebei Province, improving payment coefficient while increasing the government subsidies.
