摘要
政府购买社会组织服务,是政府创新社会管理的一种新方法,对提升公共服务质量、降低地方政府财政支出压力、推进政府转型升级具有积极意义,正在被各地方政府越来越广泛地应用。如何推进政府购买,进一步提高公共服务水平,更好地满足人民群众日益增长的公共服务需求,是值得我们思考的问题。该文以温州市社会组织为调查对象,随机选取 40 多家具有法人资格的社会组织,进行电话调查、实地访谈等调研,了解其发展的现状、调查其承接政府购买的能力、询问其参与政府购买的意愿、研讨当前存在的困难与问题等,然后进行归纳分析,提出设置专职管理机构、配套事业单位改革、经费纳入年度财政预算、推行代理记账等对策。
Purchase of social organizations' service by government is a new approach to innovate the social management, it has a positive significance to improve the quality of pubhc services, to reduce pressure on local government financial expenditures and advance government transformation and upgrading, also have been widely apphed in local governments. How to boost government purchases, raise the level of pubhc services and meet people's growing demand for public services, is a question worthy of our consideration. To this end, we conducted a survey on social organizations in Wenzhou through telephone surveys and field interviews, randomly selected more than 40 social organizations having the qualifications of a legal person. Thus we can understand their situation, investigate their ability to carry on the government purchase and their willingness to participate in government purchase, discuss the current difficulties and problems. Based on the summary and analysis of these findings, we proposed such countermeasures as setup full-time management institutions for the purchase of social organizations' service by government, support pubhc institution reforms, include expenditures into the annual budget of government, implement book keeping, and so on.
