Based on construction content, functional design and key technology implementation, this paper introduces how to construct three- dimensional geographic information system to conserve soil and water of Changtin County with Skyline technology. The system has intuitive, real, three--dimensional features, so it could show Changting County topography, vegetation cover and soil erosion control achievements better.
