摘要
信息公开是电子政务研究的重要方面,电子政务信息公开的效应分为正效应和负效应,重点研究了政务信息公开的负效应问题。首先回顾了对于政务信息公开负效应的研究现状,然后基于负效应形成和扩散的角度,借鉴SARS的传播扩散模型,构建了政务信息公开的负效应扩散模型;在模型分析的基础上,对政务信息公开的负效应提出了一些合理的控制措施。从政务信息公开负效应的形成和扩散角度研究负效应问题是一个新思路。
Information opening is an integral part of the e-government research. The effects of the e-government information opening are divided into positive side and negative side. In this paper, we mainly studied the negative effects. Firstly, the paper reviews the related domestic and foreign studies on the negative effects of e-government information opening. Secondly, learning from the diffusion model of SARS, constructs the diffusion model of negative effects of e-government information opening from the view of the diffusion and formation of negative ef- fects. Finally, based on the analysis of the diffusion model of negative effects of e-government information opening, this paper gives some measures to control them. Studying the negative effects from the aspect of the diffusion and formation of negative effects is a new thought in our country
