Specific measures for guaranteeing the implementation of disease - based payment were proposed based on Game Theory, in order to protect patients rights and interests and build a harmonious doctor - patient relationship. These measures were： medical insurance institutions should take patients as core and improve the imple- mentation plan of disease - based payment; medical institutions should take patients as core and actively cooperate with the disease -based payment; also should strengthen the propaganda, establish a good atmosphere for disease - based payment.
