石家庄市疾控机构食品安全事故应急演练情况分析

摘要 目的提高全市各级疾病预防控制(疾控)机构应对突发食品安全事故的调查处置能力,规范县(市)区调查处置流程。方法制定群体性食品安全事故模拟案例,统一流程,在同一时间段对全市各级卫生疾控机构进行食品安全事故应急演练考核。结果此次演练前后进行了相同内容的闭卷考试,通过考试各片区平均成绩大幅提高,其中个案调查的Z值分别为市内区-2.214、县级市-2.023、平原县-2.207、山区县-2.375,P值分别为0.026、0.043、0.027、0.01,差异均有统计学意义。培训后县市区的事故报告从(51.42±17.25)分提高到(77.14±13.02)分,终结报告从(68.14±7.22)分提高到(80.42±3.40)分。结论通过演练石家庄市疾控机构应对突发食品安全事故的能力有了提高。针对演练暴露的问题,应加强对食品安全事故调查处置理论知识培训,进一步规范调查处置流程。 [ Objective ] To improve the ability to respond to the food safety emergency in Centers for Disease Control and Prevention ( CDCs) in Shijiazhuang City, regulate the process of investigation and disposal in all counties ( districts). [ Methods ] A simulated case of mass food safety emergency was formulated, under the unified process, the food safety emergency drill in all CDCs in Shiji-azhuang City were examined during the same period. [ Results] The close-book examinations with same contents were conducted be-fore and after the drill, and the average points in all counties ( districts ) increased greatly, which the Z value in urban areas, coun-ty-level cities, plain counties and mountain counties was respectively -2.214, -2. 023, 2. 207 and -2. 375, while the P value was respectively 0. 026, 0.043, 0. 027 and 0.01, and the differenees were statistically significant. After training, the points of aecident reports increased from ( 51.42 ± 17.25 ) to ( 77.14 ± 13.02 ) , and the points of final reports increased from 168.14 ± 7.22 ) to C80.42 ± 3. 401. [ Conclusion] After the drill, the ability to respond to the food safety emergency in all CDCs in Shijiazhuang City has been improved. According to the problems in the drill, the training about basic knowledge of investigation and disposal of food safety emergency should be strengthened, and the process Of investigation and disposal needs to be further standardized.
