砃owadays,many of the journals of the institutions of higher learning are beset with difficulties at the turn of the century.They have failed in modifying their management in accordance with the demands of the situation of market economy,and as a result,their effectiveness is far from adequate.Perhaps,one of the ways to reform the management of the journals is to improve their external conditions and to raize the overall qualities of the editorial staff.〔
