对社会转型期间农民工职业培训政策环境的分析有利于政策的科学化、民主化、法制化,有利于政策目标的合理设立,政策资源的民主分配,政策的有效实施,确保政策的科学制定。本文试图通过分析制定和实施农民工职业培训政策时忽略掉的社会转型的特殊的政治文化、社会经济、历史文化传统、国际、自然等各方面的环境,为农民工职业培训政策的制定和实施提供参考。

The policy environment analysis of migrant workers＇ vocational training during the period of social transformation is helpful to the policy scientification, democratization, legalization, the appropriate policy goals setting, the democratic distribution of policy resources, the effective implementing of policy, and the scientific making of policy.
