以医师价值之回归革除“以药养医”——基于理论模型视角的论证

Getting Rid of the “Medicine-selling Dependent Hospital” by Value Returning——from the Demonstration of a Theoretical Model

我国目前医疗领域中的许多乱象在一定程度上归因于"以药养医"体制。"以药养医"体制违背市场经济下的劳动者价值规律,由此造成了各种经济关系和人性的扭曲。革除"以药养医"首先要求遵循市场经济下的劳动者价值规律。为此,我们提出通过提高医疗服务费的方式(即实现医师价值之回归)来革除"以药养医"。通过构建理论模型,我们得到如下论证:以回归医师价值之方式革除"以药养医",能够在不需要进一步的政府财政支持下,理顺当前被扭曲了的医患关系,使病人、医生和医院都能从中获益,因而这是一项典型的帕累托改进。

Many disorders in the medical field of current China are to some extent attributed to the system of＂Medicine-selling Dependent Hospital＂. This system violates the law of value in the market economy, and thus distorts the variety of economic relations and of human natures. Get- ting rid of the ＂Medicine-selling Dependent Hospital＂ needs to follow the law of value in the market economy. To this end, we propose to raise the medical service fee （i.e., returning the value of doctor）. By constructing a theoretical model, we get the following argument： By relying on doctor＇s value returning, getting rid of ＂Medicine-selling Dependent Hospital＂ need no further government financial support. Meanwhile it can rationalize the current distorted relationship be- tween doctors and patients; patients, doctors and hospitals can be all benefited. Therefore, it is a typical Pareto improvement.
