Ecological Civilization Boosts the Work of Land and Resources——Written on the Forty-Fourth Anniversary of Earth Day

国土资源领域是生态文明建设的关键领域,生态文明建设是国土资源工作的长期目标和指导思想。国土资源生态文明建设面临严峻挑战:资源承载空间狭窄;环境承载能力下降;地质灾害频发,风险加大。应抓住机遇,多举措推进国土资源生态文明建设:以生态文明为指导,统筹国土资源管理开发利用工作;以资源环境承载力为基础,优化国土空间开发格局;以节约集约为手段,促进资源合理开发利用;以实施重大生态恢复工程为契机,加强地质灾害防治;以完善法律法规为抓手,推动生态文明制度建设。

This paper first discusses that ecological civilization construction of land and resources is to face serious challenges such as both resource environmental carrying capacity and the carrying capacity of the environment have been declined; geological hazards have occurred frequently; and new risks continue to increase. On account of this, this paper points out that we should seize the opportunities and take advantage of many initiatives to promote the construction of ecological civilization of land and resources. The specific methods include： we should adhere to the guidance of ecological civilization while making effort to coordinate development, utilization and management of land and resources. We will optimize the pattern of national land development based on resource environmental bear capacity. Moreover, we will promote reasonable development and utilization of resources by economizing intensive land usage, and we will intensify efforts to prevent and control geological disasters with the implementation of major ecological restoration project as an opportunity. In addition, we must promote institutional construction with the improvement of laws and regulations.
