新制度经济学视角下的公益性事业单位改革

On the Reform of Non-commercial Public Sectors from the Perspectives of New Institutional Economics

公益性事业单位作为提供公共产品和公共服务的机构,为推动社会进步和国家繁荣起到积极作用。但是当下的公益事业单位存在着行政机构重叠、办事效率低下、经费开支较大和管理体制不科学等问题。在深入分析公益性事业单位改革中存在问题基础上,运用新制度经济学中的交易费用、产权分析、制度变迁和国家理论等相关理论,提出公益性事业单位改革的路径选择。

Non- commercial public sectors provide public products and services, playing an active role in promoting social progress and national prosperity. At present many of the non - commercial public sector agencies are inefficient in terms of organization and operation as well as costs and management system. Based on an analysis of the problems concerned, this paper proposes that we improve the efficiency of non - commercial public sectors un- der reform through institutional economics theories involving transaction expenses, owner- ship analysis, institutional transformation and state.
