浅谈地市级电大建设社区大学的职能与定位

On the Function and Position of Constructing Community College at Municipal RTVU

为有效发挥地市级电大在社区大学建设发展中的作用,应当从目标、职能、运作方法三个方面厘清地市级电大举办社区教育的定位。从与地市级政府的关系看,地市级社区大学应该作为政府进行社区教育的一个行政组织和实体机构,为政府担负社区教育的业务项目;从四级网络系统看,地市级社区大学应承担行政管理、统筹协调、资源建设、教育研究、评价推广等职能;从与开放教育关系中看,地市级社区大学应采用项目制运行方式,倚重网络平台。

In order to play an effective role of municipal RTVU in the construction and development of community colleges, it should clarify the positioning of municipal RTVU in community education from the three aspects of target, function and operation method. According to the relationship with the municipal government, city-level community colleges should act as a governmental administrative organization and entity in community education to undertake the community education programs for the government. According to the four-level network system, city-level community college should undertake functions of ad- ministrative management, overall coordination, resource construction, education research, evaluation and promotion. According to the relationship with the open education, city-level community college program- operational mode should be adopted by relying on the network platform.
