吉林省对外贸易发展战略转变的路径选择

Rout Selection of the Transformation of International Trade Strategy in Jilin Province

建国以来,吉林省外贸战略经历了"进口替代"、以农产品为主的出口导向、以出口导向为主内外兼顾及进口高速增长的外贸发展模式。现阶段吉林省外贸发展主要存在外贸规模小,逆差大;出口产品结构不合理,附加值低;优势产业在外贸出口中作用不突出;省内发展不平衡等问题,因此应从深化农业比较优势、打造优势产业的竞争优势、发挥区位优势、发挥人力资本优势和建立服务型政府等方面进行战略转变。

Since the founding of China,Jilin Province has experienced four patterns of international trade strategies： import substitution,agricultural product-oriented export,giving priority to export-oriented and taking account of inside and outside balance,as well as rapid growth of imports.Nowadays,there are several problems in international trade such as the small scale of international trade and large deficit;the irrational structure of export products and low added value;the less prominent role of advantage industries;the unbalanced development in Jilin Province and so on.Therefore,the strategic transformation should be carried out from deepening the agricultural comparative advantage,creating the competitive advantage of superior industries,giving full play to location advantages and human resource capital,and establishing a service-oriented government.
