摘要
自市场化改革以来,印度政府为了应对全球人才流动的新态势,以流失海外的技术移民为主要考量,全面调整海外移民政策的思路及重心,以所谓"双重国籍"的形式授予一部分海外人才以"海外公民权",取得了一定的成效,但在中国学术界和舆论界引起了诸多争论。这就需要系统梳理印度的国籍政策嬗变过程及其与公民权的内在关联,消除中国学术界的某些误传,从中借鉴"海外公民权"政策对中国引进海外人才的启示与经验。
Indian government completely adjusts the thinking way and focus of its traditional overseas migration policy for the sake of the new trend of global talents flows , and so the overseas skilled migrants turn to be the main consideration.Indian award the ' overseas citizenship ' to some of overseas talents in the name of so-called ' dual nationality ' resulted in many of contentions in China's academic and press circles.Subsequently , we have to systematically comb out the evolution course of India's nationality policy and its relevance to citizenship , clear the misrepresentation in China's academic circles , and learn more from India's overseas citizenship policy in China's overseas talents absorbing.
