摘要
"十二五"时期,北京市将推进绿色建筑的规模化发展。基于"十二五"时期北京市绿色建筑发展的战略目标与任务,分析"十一五"时期北京市绿色建筑发展及保障体系建设现状,在此基础上分析北京市绿色建筑发展保障体系存在的主要问题,最后从法律法规体系、技术标准体系、组织保障体系、责任目标考核体系、经济激励体系、市场监管体系、市场服务体系、宣传与教育培训体系等八个方面系统提出鼓励绿色建筑发展保障体系建设的政策建议。
During the twelflh five-year plan period, Belling government would energetically propel the large-scale develolmmnl of green building. Based on Beijing＇s strategic objective and tasks of green building development dur ing Ihe twelfth five-year plan period, this article firstly a,mlyzes the current situation of green building development and security system constnmtion, then analyzes the existing major problems of security system construction of green bnihting development finally, this article proposes the specific policy suggeslions of sect, rity system conslruction from eighl aspects which include the laws and regulations, technical standards, organizational guarantee, responsi- hilily goal assess, economic ineenlive, market supervision, market service, pt, blicity and education h＇aining.
