Due to the different interpretations of relevant laws, regulations and normative documents and the incom- pleteness of tender documents, there will be always disagreements and controversies during the bidding process of the construction project, which results in the lower bidding efficiency and the adverse impact on the bidding results. This paper clarifies the relevant problems to inspire its essence by dealing with several common controversial issues in the bidding process.
