海南省航道地方立法是旅游经济发展需要,是省内立法环境的要求。当前,海南省航道建设管理上存在的主要问题是,海南港航发展缺乏政策法规支撑,缺乏整体统筹协调机制和完善的管理体制。海南省加快航道地方立法的重点,是提高航道领域法律规范层次,通过地方性法规,明确各部门分工,统一配合。要理顺立法原则性问题,并依托法律保障建设资金来源,为航运事业发展做好铺垫。

It is the demand of economic development and legal environment to legalize the waterways in Hainan province. There are problems in building and managing shipping lanes in Hainan, including the lack of policy support for port and channel construction, a compre- hensive coordination mechanism, and a sound management system. The key to accelerate waterway legalization in Hainan is to improve the legal standards concerning shipping lanes, specifying departmental coordination and division of work through enforcement of local regulations and laws. The government should clarify the principles of legalization to pave way for the development of shipping cause and rely on the law to ensure construction fund supply.
