摘要 水电工程计量管理无规范可循,又事关参建各方经济效益。为累积管理经验,探讨提升管理水平的途径,结合大岗山水电工程前期计量管理经验,论述了大岗山工程在计量管理方面推行"合同控制、过程管理、重在实证"的工作内容和所采取的具体措施。实践表明,水电工程施工过程计量管理是一项长期的工作,也是一场承发包双方的博弈,只有坚持制度化、常态化管理,并加强过程、程序、证物管理,充分调动监管人员的工作积极性,才能使计量工作得以具体落实并产生实效。 Measurement management of hydropower project construction is strongly concerned as it is closely related with interests of the participated parties and no guideline can be followed.For accumulating experiences and improving management level,combining with the earlier measurement management practices in Dagangshan Hydropower Station,we propose the measures and contents of the measurement management,which follows the principle of contract control,process management and demonstration.It is concluded that the measurement management during hydropower construction is a long term work and a game between employer and contractor.The goal of measurement management can only be realized by insisting on institutional and permanent management mode,strengthening management of process,procedure and material evidence,as well as arousing the enthusiasm of the supervisors.
