关于《清洁生产标准钢铁行业》的探讨

STUDY ON CLEANER PRODUCTION STANDARD FOR IRON AND STEEL INDUSTRY

2006年7月国家环保总局制定并颁发了《清洁生产标准钢铁行业》,该标准将清洁生产指标标准化,为企业开展清洁生产工作提供技术支持和导向,但是该标准有些地方值得探讨。本文结合钢铁企业的实际情况对《清洁生产标准钢铁行业》提出了一些建议,例如:将权重总合法和标准对标法结合使用;能耗、物耗等指标用万元产值指标表示;将清洁生产指标按生产工序进行等。希望《清洁生产标准钢铁行业》能不断完善,客观地反映钢铁企业清洁生产的现状并适应钢铁企业的飞速发展,逐步成为钢铁企业开展清洁生产工作的"指路人"。

The State Environmental Protection Administration of China constituted and promulgated the Cleaner Production Standard for Iron and Steel Industry in July, 2006, which standardized the indexes of the cleaner production providing technical support and guidance to companies. This paper put forward suggestions on modification of the Cleaner Production Standard for Iron and Steel Industry based on the realities of the iron and steel industry. It suggested to combine method of weighing and contrasting standard method, to express energy consumption and material consumption in output value per ten thousand RMB and to decompose indexes of cleaner production by process steps of production.
