国外环境噪声污染防治立法及其对我国的立法启示

Study on the Practice of Class Psychological Members in Higher Vocational Colleges

本文通过对美国、日本、德国及加拿大在环境噪声污染防治立法方面的介绍，分析了我国现行环境噪声污染防治立法中存在的主要问题，并提出借鉴国外在环境噪声污染防治立法方面的先进经验，在立法中明确声环境权利、清晰界定环境噪声污染的标准、完善环境保护公众参与机制以及在刑法中增设环境噪声污染罪等措施，以完善我国环境噪声污染防治立法。

As an important complement to College＇ psychological education, the class psychology member develops quickly. However, there are many problems need to solve. This paper pays more attention to the problems in the practice of the class psychology members system, and in according to these problems, puts forwards some suggestions for perfecting the class psychology members system and keeping the long - term effects.
