非政府组织是现代社区管理中一支不容忽视的力量。其优势主要表现在:深入基层,能成为传递社区居民诉求的有效机制;具有因灵活性带来的行动优势;更加注重工作过程与实际效果;广泛性和专业性并存;敢于创新,往往能开风气之先。但目前非政府组织存在组织和管理架构不健全、经费不足、筹资能力有限、合法性危机及与各行为主体的多重博弈等困境。作为公共政策的参与者、公共产品的提供者、社区危机的应对者、社会资本的积累者,非政府组织还应扬长避短,多方面发挥自身的作用。

NGO is a kind of power which cannot be ignored in modern community management. Its advantages includes the following ones： it can stay close to the grassroots as an effective mechanism for delivering the appeals of community residents; it has the advantage of operation brought from its own flexibility; it pays more attention to working process and actual effect; its pervasiveness and professionalization help to achieve the goals; it dares to innovate since it always leads the trends. However, NGO still has some unsolved problems, such as the unsound structure of organization and management, lacking of funds, limited financing capacity, legitimate crisis, multiple competitions between behavioral agents and the NGO itself etc. As the participant in making public policy, the provider for public goods, responder to community crisis and the accumulator of social capital, NGO should adopt its own strengths and avoid its weaknesses to play its role in many aspects.
