改革开放以来,我国的社会组织队伍不断壮大,数量和质量都得到巨大提升,参与公共服务的能力进一步增强。长期以来,政府作为社会事务的主导者,同时也是公共服务的主要提供者。这种行政运行体制导致政府财政支出偏大、效率较低,不适应当前行政体制改革的需要。政府向社会组织购买服务,引入竞争机制,打破垄断地位,提高政府提供公共服务的效率和质量,已经逐步被各级政府重视和践行。

Therefore, governments at all levels highlight and practice various ways： purchasing the service from social organizations, Introducing competition mechanism, breaking the monopoly position and improving the efficiency and quality in providing public service.
