摘要
分析了大范围平原河网地区洪涝特性,指出这类地区存在本地降水引发的防洪问题。研究了防洪标准确定的相关因素,提出防洪标准表达需包含设计暴雨频率、设计暴雨年型、防洪设计水位、与承泄区水位组合关系等内容。研究了防洪标准确定的基本思路,大范围平原河网地区防洪标准确定时建议将低洼圩区作为整体来研究,中等城市或大面积乡村,防洪标准可选用50~100年一遇。对区域内部圩区和城镇防洪排涝治理提出了协调要求。
The characteristics of flood and waterlogging disasters in great plain river network regions were analysed, and local flood control issues caused by local precipitation in such regions were pointed out. Relevant factors of flood control standards were analysed and the definition and expression of flood control standard should include the frequency and model year of design storm, the design water level of flood con trol, the water level combination relationships with drainage receiver, etc. The basic ideas in determing flood control standards were researched, and the low-lying polder as a whole was proposed. According to the flood control standard about the medium-sized city or large area village flood protection requirements, flood control standard could be selected that occurred once every 50~100 years. Finally, the coordination requirements of flood and waterlogging governance in interior polders and urban areas were proposed.
