公共价值的研究路径与前沿问题

Research Approaches and Cutting-edge Questions of Public Value(s)

自20世纪90年代公共价值被公共行政学者正式提出之后,对其研究就没有间断。近几年来,公共价值逐步成为公共行政学界研究的热点问题,但公共价值研究的统一话语体系并没有形成。回顾公共价值研究意在对公共价值的基础概念和研究脉络进行梳理,并深化公共价值对于公共行政研究重要性的认识。从研究文献中公共价值概念的分析入手,在区别定义结果主导的公共价值(PV)和共识主导的公共价值(PVs)基础上,明确了公共价值研究的不同路径,并分别对公共价值研究的主要内容进行了梳理和阐述,为理解现有文献中公共价值概念的不同内涵提供了思路,也为进一步深化公共价值的研究提供了概念框架和逻辑基础。公共价值是公共行政研究的基础性问题,未来公共价值研究的关键领域主要包括,公共价值的内容和创造机制的实证研究、公共价值的冲突管理问题研究。同时,公共价值研究也对革新政府治理模式具有启示意义,在中国情境下具有一定的应用价值。

Public value(s) has been a hot research topic in public administration since it was proposed in 1990s.However,a unified language system was far to be shaped.The purpose of reviewing public value(s)research is to present its basic concepts and research frame,and deepen the awareness of the importance of public value(s) to public administration research.Starting with the conceptual analysis of public value(s) in the literature,the article clarifies the difference of research approaches,presents and elaborates the main contents of public value(s)research based on differentiating Public Value and Public Values.The viewpoint of this article proposes a way of understanding the different connotation of public value(s)in the literature and provides a conceptual framework ot further deepen the public value(s) research.Public value(s) is a fundamental question of public administration,the key research areas including the empirical research of public value(s) contents and creating mechanism,and public value(s) conflict management.Meanwhile,public value(s) has implications to innovate the governance model,to some extent,it is applicable in China.
