The Current Situation of the Development of Cultural Industry in Gaoyou and Its Countermeasures

高邮文化产业的优势:门类比较齐全,发展欲望强烈,资源丰富;其不足:经济规模比较小,档次比较低,发展水平不平衡,国有文化企业实力不足,资源优势转化为产业优势有相当大的差距;问题存在的原因:缺乏科学系统的规划,政府对文化产业扶持力度不够,受总的经济发展水平的限制,缺乏既熟悉文化工作又精通产业运作的人才,政策门槛高,制约了社会资本的进入,在体制和机制及观念上,存在偏颇;具体应对措施:创新思维,创新管理模式,创新体制和机制,调整文化产业结构,加大人才培养和引进力度,树立明确的发展导向。

Gaoyou cultural industry has advantages, such as complete category, strong desire for development and rich resources. Its disadvantages lie in relatively small economy scale, low grade, imbalanced development level, in- sufficient strength of state-owned cultural enterprise and difficult transformation from resources advantages to industri- al advantages. The causes of the problems include lack of scientific and systematic planning, insufficient support giv- en by the government to cultural industry, confined by the overall level of economic development, the lack of talents who are familiar with cultural work as well as industry operation, hard flow of social capital restricted by high thresh- old of the policy, existing bias in system, mechanism and ideas. Specific countermeasures are mentioned ： innovating thinking, management mode, system and mechanism, adjusting cultural industry structure, strengthening personnel training and the introduction and establishing clear development direction.
