新加坡大学与政府间关系调适的机制设计与制度创新——兼论新加坡经验对中国的启示 被引量:8

摘要 合理调适大学-政府关系并逐步扩大大学自治权,探索大学与政府关系调适的机制设计与制度创新,是近年来新加坡加快高等教育变革、建设世界顶级大学的最新政策议程。新加坡政府颁布《大学自主:迈向卓越巅峰》报告,创设了以新公共管理理论为底蕴的大学与政府间关系调适的制度框架,即大学非营利性法人制度以及政府弹性拨款、绩效协议、质量保障等机制。新加坡大学和政府间关系调适的机制设计与制度创新,促进了政府对大学放权与放松规制,增强了大学的自主意识与责任精神,有助于政府与大学之间的良性沟通。合理借鉴新加坡大学外部治理经验,适度引入市场竞争机制、外部质量保障与绩效管理手段,有助于构建中国大学与政府之间的良性互动关系。 The adjustment of university-government relationship by gradually granting greater autonomy to universities and the exploration of related mechanism design and institutional innovation have been placed on top agenda for Singapore's higher education reform in recent years. The issuance of Autonomous Universities: Towards Peaks of Excellence sets up the institutional framework for the adjustment of university-government relationship based on New Public Management Theory. Singapore's experience in introducing market system and external quality assurance and performance management sheds light on China's endeavor to develop a sound relationship between government and universities.
