中小银行在西部大开发中的效能挖掘

Effectiveness Improvement of Small and Medium-Sized Banks in Western Development of China

西部大开发已进入第3个五年规划,大开发战略正从"奠定基础阶段"到"加速发展阶段"推进,西部大开发"政策优势"的发挥需要更多的金融支持,但目前来看,大型商业银行和政策性银行在西部金融服务支持方面存在不足,西部大开发及西部经济发展需要地方中小银行的支持。目前,西部地方中小银行在机构数量和业务创新方面虽取得了一些进展,但依然存在分布不均衡和战略定位不准确两个突出问题。本文认为应从数量建设、产品特产化和政策支持三个方面加大中小银行在西部大开发中的效能挖掘。

The large- scale development of the western region has entered the Third Five- Year Plan, and is from the foundation stage to the stage of accelerated development. The function of policy - advantages needs more financial support, however largescale commercial banks and policy banks have disadvantage in the western financial services support, the development of western region and the western economic need the local small and medium- sized banks. At present, the western local small and medium- sized banks has made some progress in the number of institutions and business innovation, but still there axe two prominent issues, which are uneven distribution and strategic positioning. This article recommends how to increase the construction of the western local small and mediumsized banks from three aspects： the number of construction, specialty products and policy support respectively.
