浅谈新疆多民族高校开展公民意识教育问题

On the Issue of Civic Awareness Education Implemented in Higher Learning Institutions in Xinjiang

公民意识教育是建设社会主义法治国家、建设社会主义和谐社会和发展社会主义民主政治的基础性教育。文章认为新疆多民族高校开展公民意识教育是党的要求,是时代的必然,并从理论、历史和现实角度分析新疆多民族高开展公民意识教育的必要性。指出当前新疆多民族高校大学生公民意识教育中存在对其重视程度不够、没有专门性的教育、教育方式单一而造成的少数民族大学生公民意识单薄,缺乏民主法治意识、自由平等意识、权利义务意识和责任意识等问题。在"两课"内上提出了实现创新、加强师资队伍建设、帮助各族大学生培养"法治思维"能力等建议。

Civic awareness education is basic in developing a socialist legal state, a socialist harmonious society and a socialist democratic politics. This paper holds that the implementation of this kind education is required by the CPC and the times in the multiple ethnic universities in Xinjiang and points the necessity that relevant higher learning institutions implements this kind education in light of theories, history and reality. At present, there exist problems with the civic awareness education in universities in Xinjiang： inadequate emphasis, un-specialized teaching and the single teaching mode that result in weak civic awareness, and lack of the awareness in democracy, rule of law, freedom, equMity, rights and obligations in students. To cultivate in them viewpoints and thinking of legislation must be based on renovated teachings and qualified teachers.
